The legislation aims to protect individuals, both adults and minors, from the harm of deepfakes used for harassment or intimidation. In remarks made at the White House, Trump emphasized that the law includes forgeries created by artificial intelligence. Melania Trump expressed that AI and social media are akin to digital candy, but unlike sugar, they can be dangerous when weaponized. The bill received bipartisan support, passing both houses of Congress in April 2025 following lobbying efforts that highlighted the increasing incidents of deepfake exploitation. Other countries have also begun implementing similar bans, highlighting a growing recognition of the risks posed by nonconsensual deepfake content, particularly against women.
