Ljubljana, Slovenia, has been named the most crypto-friendly city globally by migration advisory firm Multipolitan, surpassing Hong Kong and Zürich. The ranking is part of the 2025 Crypto Report, which evaluated 20 cities based on various criteria, including regulations, lifestyle factors, and digital infrastructure. Included in the assessment were aspects such as licensing frameworks, capital gains tax rates, GDP per capita, housing affordability, and internet speeds. Slovenia also led the Crypto Wealth Concentration Index, with the average crypto owner in the country holding about $240,500 in assets, significantly higher than in Cyprus and Hong Kong. The US was ranked 17th with lower average holdings. Slovenia regulates crypto under the EU’s Markets in Crypto-Assets Regulation, which has been viewed favorably, and the city hosts various blockchain initiatives and companies, like Blocksquare, which aims to tokenize substantial amounts of US real estate.
