Russian crypto exchanger Mosca raided amid cash-to-crypto ban talks
The Russian crypto exchanger Mosca was raided by law enforcement on April 23, 2025, amid discussions in the government about a potential ban on cash-to-cryptocurrency transactions. Mosca allows users to buy up to 100,000 USDT with cash daily. The raid came after local reports linked several customer arrests to a major fraud case, where a victim lost approximately $5 million to scammers. Dmitry Titarenko, Mosca's development head, confirmed the raid and stated it was a standard check of customer data. He expressed uncertainty about whether their platform was connected to the fraud incident. The day after the raid, Evgeny Masharov, a member of the Russian Civic Chamber, supported the proposed ban on cash transactions to reduce fraud, indicating that scammers often use exchanges for cash withdrawals. Titarenko stressed that Mosca is enhancing its Anti-Money Laundering and Know Your Customer checks to combat fraud effectively.
